II. BACKGROUND OF THE ORGANISATION
VOICE OF WOMEN WELFARE TRUST is a voluntary, non-profit organisation working for the development and empowerment of the rural and urban poor and needy children and women.
The target areas and groups
VOICE OF WOMEN WELFARE TRUST is now effective in ROPAR District of Punjab, India. The key target groups are women, children, BPL, Dalits (the so called untouchables or lowest caste group), children, child labourers, disadvantaged youth, rural women and unorganized rural labourers.

- Vocational training in sewing-stitching, embroiderybeautician, painting & teddy bear making, purse making etc.
- Domestic training in cooking, decoration piece making,surf & soap making, ujala, harpic, hair gel making etc.
- Formation of self help groups, farmer clubs and join level groups.
- Certificate and Diploma courses in computer education.
- Old age care.
- Awareness about Hearmful Diseases like H.I.V./AIDS, Only for T.B. Cancer, Hepatitus, T.B., Malria, Dangue etc
- Awareness camps on De-addiction and Female Foeticide.
- Micro Insurance ( L.I.C. of India)

- Miscellenious activities like aware people about Govt. Welfare schemes like Old age, widow, handicap, dependent pension schemes, NRHM, mother & child care, pulse- polio, R.T.I., R.T.S., Free legal Aid, Human Rights, women Empowerment, C.P.R.C. centres, Sanjh Kendra & Suvidha Kendra and enhance sports activities etc.

TARGET AREA BACKGROUNDBy the provisional figures of 2001 census the District ranks 11th with in Punjab with a population of about 886313, which is 3.65 percent of the total population of Punjab State. There are 887 females per thousand male in Moga district by census 2001, which is one less than found in 1991 census, that was 884. Although rate of population growth is low but the density of population has increased, which is 400 per sq. km. as compared to 351 by 1991 census.In Moga District 63.94 percent population is literate , where as the rate for male & female literacy is 68.40 & 58.96 respectively.The target area is one of the districts of Punjab where the basic conditions of children, youth, women and aged are deprived. Youth form 44% of the targeted areas who are in need of some basic skill to become productive and creative.Plight of the children:These children face the following problems in an age that is not to suitable to find solutions to most of their problems: Lack of basic education makes them as illiterates, retarded growth in the socio-psycho development of their life, early marriage and frequent pregnancies results poor health for mothers, malnourished, under-weight babies, respiratory tract problems, learning undesirable bad habits like smoking, pan chewing, drinking and live in dire poverty entangled with despair.Plight of the Youth: The present day youth were the earlier day child labourers, lack basic education, skills and vision to lay down their future.Plight of Women:Because of different factors like the lack of education, ignorance or a "Defective Value System" the existing poverty status in the target areas is possible. Discrimination, violence against girls and women are the worst forms of violence. Women's and girl's situation is hardly understandable for outsiders. But to be born as a daughter a women has restrained from education, socialization and participation in the decision making process. As a wife, a woman has to procreate children for the husband and rear them. She has the obligation to procreate a baby child; failure would result in deprivation of conjugal life with the husband. Still there are many other forms of mental violence against women. Moreover, beatings and other forms of physical violence are considered as normal practices in the hill-villages.When girls or young women get married, also they are not supposed to stay with their birth family. They are considered to live with the husband's family. This leads to the opinion, that investment on girl's education is useless because it does not give any return to the parents. Hence, often the boy child alone enjoys the investment on education and development. This discrimination leads the girl to grow as illiterate, ignorant and inferior persons, which turn out in poverty and a submissive status.Literacy and education:The targeted community also lags behind the general population of Maharashtra in literacy rates and education levels. If they send the children to school at all, most families stop the education of their children early, as the industry has the tendency to absorb young workers in large numbers and they find themselves unable to do so because of their lack of education and alternative skills.89% of the youth in the community lack any skill to get a gainful employment and stay in despair future.IV. NEED OF THE PROECTIn Moga District 63.94 percent population is literate , where as the rate for male & female literacy is 68.40 & 58.96 respectively.The target area is one of the districts of Punjab where the basic conditions of children, youth, women and aged are deprived. In this condition, Distt. Rural NGO Clubs Association has identified 500 poor village SC youth (boys & girls) who expressed their interest to learn computer and set a career in computers. After the training the youth would earn Rs.5000/= per month to become self-sufficient.ABOUT COMPUTER TRAINING & LITERACY CENTRES
- Target beneficiaries (whom to train). It is known fact that Computers have now become the core constituent of the formal School / College Curricular. The objective here, however is not to supplement the curricular inputs in formal education. Rather the computer / IT. Training Projects would focus on the target groups which would mainly comprise of those who do not have the wherewithal and the opportunity formal IT Literacy courses. The focus would then be to imbibe basic IT Skills which would place them at an advantageous position in seeking for the lower end IT functionaries, e.g. Data Entry Operator or Console Operators as the case may be. The focus of these Centers is primarily not for imparting Programming or to churn out Programmers or Software expertise. As the Course Contents suggested would indicate, these training would be for those who are either self-employment aspirants or job seekers. Thus the target Beneficiaries would be and large constitute the adult unemployed, school/college drop outs (but at least 10+pass). The reference here is primarily for the socially weaker sections.
- While the above would be the basic expectation and focus of these Computer Training Centers, opportunity for individual excellence must be encouraged and should there be cases where demands for higher level IT Literacy courses, the Centers/ Institutions would be expected to amalgamate the identified target group beneficiaries into their advanced training curricular. The cost of which would have to be worked out on @ Training Cost per Beneficiary, for the Course.
3. With reference to the Disabled it is not difficult to appreciate why Computer Literacy is needed for them. The Computer Literacy or Vocational IT Skills would be beneficial in all respects for persons with disabilities, the main benefit will however to prepare them to be worthy of recruitment by providing the requisite credentials with a view to facilitate their induction in the identified posts set aside for them in establishments. When is felt to be crucial is the Institution to whom this task would be entrusted. The availability of expertise in IT would not be enough. Thus, barring for the OH, it would be required that the Instructors for the Centre for persons with disabilities should be proficient with instructing skills for the various category amongst the PWD. Further, there would be special demands for Hardware & Software requirements. It is proposed that PSUS under IT Ministry (like C-DAC, CMC) be roped in, besides the reputed professional IT Institutions.

V. OBJECTIVES OF THIS PROJECT
1. To provide computer literacy in software and hardware to 500 identified slum youth in and around Chandrapur, Maharashtra.
2. To train needy youth to become skilled, productive and creative in computer related jobs.
3. Raise awareness of the community as a whole, including the male members, on

- The potential of adolescent girls as contributors to the development of the community.
4. To create awareness on savings and income generation programme to youth and women to motivate them to become self-reliant.
VI. PROJECT STRATEGY
The following methodology has been devised to achieve the above described objectives with the following activities: It is always the best to offer institutionalized education with hostel facilities for children from 12 years of age to 28 years.
- A computer software training center would be started
- Slums youth would be trained in Computer literacy and basic hardware.
- Students will be provided quality education and practical orientation under a qualified training instructor.
- Student would be provided training stipend to continue their computer education without drop-out.Computer project is aimed to literate 500 students. Computer literacy is needed to sharpen and enhance their literacy and interest. These students lack access to computer education for reasons like - they are from rural areas and they are not affordable to pay for the fees and buy course materials.VII. PROJECT OUTCOMES
1. Computer literacy would provide employment in software and hardware for 500 identified slum youth in and around Chandrapur, Maharashtra.
2. The trained youth would become skilled, productive and creative in computer related jobs.
3. The targeted youth would have raise awareness of the community as a whole, including the male members, on the constitutional and legal rights of girls to education and to development.
4. The potential of adolescent girls and boys would contribute to the development of the community they belong to.
5. The trained youth would develop the habit of savings and become self-reliant.
VIII. SUSTAINABILITY
The center would become sustained after three years of time by making it as production come training center.
IX. MONITORING REPORTING & EVALUATION
This computer literacy project would be monitored by the staff committee of Distt. Rural NGO Clubs Association Moga and the same staff would report to the management board. Concurrent evaluation would be done on monthly basis however an annual evaluation will be done the external agency with the support of Distt. Rural NGO Clubs Association Moga..
